Article I - The Realm
Section 1
The Grand Duchy of Frostbite Falls shall consist of the lands of the Duchy of Frostbite Falls Proper, the Duchy of Pottsylvania, the Annex of Moosylvania, the Realms Outremer, the Duchy of Canada, and all extra-stellar lands held by the crown.
Section 2
Cities may be incorporated pursuant to Sovereign Ordinance for the mutual benefit of its residents.

Article II - The Succession of the Crown
Section 1
The sovereignty over the Grand Duchy of Frostbite Falls and Moosylvania is hereditary in the direct and legitimate issue of the Grand Dukes of Frostbite Falls.
The succession to the Throne, opened by death or abdication, takes place by the direct and legitimate issue of the reigning Grand Duke, by order of male-preference primogeniture within the same degree of kinship and paternity.
In the absence of direct legitimate issue, the succession passes to the brothers and sisters of the reigning Grand Duke and their direct legitimate descendants, by order of male-preference primogeniture within the same degree of kinship and paternity. Direct and legitimate issue born to later marriages shall constitute a subsequent degree of kinship and paternity, with the rule of male-preference primogeniture resetting at each degree.
If the heir, who would have acceded by virtue of the preceding paragraphs, is deceased before the succession became open, the succession passes to His own direct legitimate descendants, by order of male-preference primogeniture within the same degree of kinship and paternity.
If the application of the preceding paragraphs does not fill the vacancy of the Throne, the succession is reset to the previous generation and the criteria reapplied. This shall continue in said manner until a viable successor to the Throne emerges. If this application still fails to produce a viable successor to the Throne, the Inner Circle shall have the power to waive the legitimacy requirement.
The Throne can only pass to a person holding Frostbiter citizenship on the day the succession opens.
The procedures for the of application of this article are set, as needed, by the Laws of Regency and Succession of the Royal Family, promulgated by Sovereign Ordinance.

The Grand Duke can exercise His sovereign powers if He has reached His adulthood, fixed at the age of eighteen.
During the Grand Duke's minority, or in case the Grand Duke is unable to exercise His functions, a Regency shall be organized pursuant to the conditions and regulations of the Sovereign Ordinance for the Succession to the Throne and Creation of a Regency.

The Royal Family shall consist of the following Consorts:
1) The Consort of the Grand Duke;
2) The Consort of all legitimately born male children of the Grand Duke;
3) The Consort of the Heir Apparent.
The Grand Duke shall have discretionary power to grant legitimately born grandchildren of a Grand Duke membership in the Royal Family. Membership shall be conferred exclusively to the Royal and shall not extend to the consort.
Section 2
Membership in the Royal Family shall be perpetual regardless of a succession of the Crown. Members in the Royal Family who hold their title as Royal forfeit their title and position only through abdication, acts of treason or severe breach of Royal Ordinance. Members in the Royal Family who hold their title as Consort forfeit their title and position via annulment, divorce, remarriage, abdication, treason or severe breach of Royal Ordinance.
Section 3
The reigning monarch shall bear the title Grand Duke. All other Royals and Consorts of the Royal Family shall bear the title Duke or Duchess. Legitimately born grandchildren of a Grand Duke may be granted the title of Lord or Lady.
Section 4
The Royal Family shall form a separate and distinct entity within society, subject to all Royal Ordinances and all Sovereign Ordinances not relating specifically to citizens only.
Section 5
The Grand Duke shall have the power to confer knighthoods and awards upon deserving citizens. Knights bachelor and of specific orders shall be granted the title of Sir or Dame and authorized arms. Honors of knighthood shall not be hereditary, nor shall it confer inclusion in the Royal Family.
The Royal Family shall consist of the following Royals:
1) The Grand Duke;
2) All legitimately born children of the Grand Duke;
3) The Heir Apparent;
4) All legitimately born children of the Heir Apparent.
The Royal Family shall consist of the following Consorts:
1) The Consort of the Grand Duke;
2) The Consort of all legitimately born male children of the Grand Duke;
3) The Consort of the Heir Apparent.

Article IV - The Rights and Privileges of Citizens
Section 1
All citizens of Frostbite Falls are equal before the law in its application, and no distinction shall be made on account of gender, creed, or race.
Section 2
Citizenship shall be conferred upon individuals regardless of sex, creed or race provided they meet one of the following criteria:
1) All persons residing within Frostbite Falls or on the lands of Wayne Duke between January 1, 1845 and July 1, 1850;
2) All persons residing within Moosylvania on July 1, 1850;
3) All persons residing within Pottsylvania on July 1, 2007;
4) All persons residing claiming citizenship in lands acquired by the Grand Duke;
5) All persons born within the borders of the Grand Duchy of Frostbite Falls and Moosylvania where at least one parent is a citizen at the time of birth;
6) All persons born outside the borders of the Grand Duchy of Frostbite Falls and Moosylvania where both parents are citizens at the time of birth, or;
7) All persons born to members of the Royal Family.
Additional circumstances in which Frostbiter nationality may be acquired are laid down by Sovereign Ordinance.
Section 3
No Frostbiter may hold dual citizenship. The intentional acquisition of another nationality or of service unlawfully carried out in a foreign army shall be grounds for revocation of citizenship. Additional circumstances in which a person who has acquired Frostbiter nationality by naturalization may be deprived of it are laid down by Sovereign Ordinance.
Section 4
No Sovereign Ordinance or public regulation shall be enacted limiting the free expression of ideas and communication through means of speech, press, and other media; except as it relates to libel, slander, fraud, national security, and treason. The Grand Duke and his agents shall, as a means of maintaining acceptable standards of morality, have the power to limit and restrict certain discourses in such a manner as to remove them from the purview of minors.
Advocating, in speech or print, for the overthrow or termination of the monarchy shall be considered sedition and punishable under the law.
Section 5
The right of peaceful free association and private assembly is guaranteed without subject to prior authorization. Open-air meetings and demonstrations may be subject to prior notification for the preservation of order.
Section 6
The right of petition to the public authorities is guaranteed.
Section 7
Freedom of belief and conscience are guaranteed for all persons, and no person may be compelled to participate in the rites or ceremonies of any religion or to observe its days of rest or feast. The enjoyment of civil and political rights shall not be dependent on religious beliefs, nor may they constitute grounds for dereliction of civil obligations.
Section 8
The Roman Catholic Church is the State Church and as such enjoys the full protection of the State; other confessions shall be entitled to practice their creeds and to hold religious services to the extent consistent with morality and public order.

Article V - The Royal Lands and the Estates
Section 1
The land, sea and other forms of real estate shall be divided into four categories:
1) The Royal Estate is land held for the personal use of the Sovereign at the exclusion of the general populace.
2) The Tenant Estate is land held to be leased by the public for private use.
3) The Public Estate is land held for the public use of all nobility and citizens regardless of class. The Lake of the Woods and Veronica Lake shall be held in the Public Estate.
4) The Private Estate is land held in deed, by the peaceable residents of the Realms Outremer and the Duchies of Pottsylvania and Canada.
The Royal Estate, the Tenant Estate, and the Public Estate, are all the sole, unalienable and imprescriptible property of the Grand Duke. No bill of sale or deed of ownership for any of the Royal Lands shall be honored as valid.
Section 2
Private ownership of land in Frostbite Falls Proper and Moosylvania is expressly prohibited to all citizens and lesser members of the Royal Family. Private ownership of land in Pottsylvania shall be regulated by law and Sovereign Ordinance and subject to taxation at a rate exceeding its Tenant value.
Section 3
The Royal Estate shall consist of Abominable Manor, its surrounding lands, and any other property as established through Sovereign Ordinance. All natural and artificial resources contained therein exist for the private and personal use of the Grand Duke at the exclusion of the general public.
Section 4
The Tenant Estate shall be available for lease all citizens on an equal basis. Vacant plots shall be made available on the first weekday in February, for a period of one year. The value of the plot shall be established prior to lease with the annual rent equal to two and one half percent thereof. Leases for occupied plots may be renewed between the second weekday in January and the penultimate weekday in January. Leases may only be renewed by the actual Tenants and are not transferable or hereditary.
The value of vacated plots shall be reassessed and the difference of an increase in value shall be paid to the outgoing Tenants; likewise, the difference of a decrease in value shall be owed by the outgoing Tenants.
No plot of land shall be subleased or otherwise divided, except, as provided for by Sovereign Ordinance and regulation, for commercial residential dwellings.
Section 5
The Public Estates shall be administered by the Department of the Wilderness pursuant to Sovereign Ordinance and regulations. Admissions and other fees may be collected on an equitable basis for the preservation and maintenance of the Estate. All Frostbiters shall have equal treatment under the regulations of the Department.
Section 6
The Private Estates exist as an acquiescence by the Grand Duke. Land in the Private Estates may be used for the personal and perpetual benefit by the Deed-holder under the following provisions:
1) The Grand Duke exercises eminent domain over all land in the Private Estate.
2) No land may be sold or transferred without the consent of the Sovereign, and he maintains the right to first and final refusal, equal to the final offer of sale for the property.
3) No plot of land shall be subleased or otherwise divided, except, as provided for by Sovereign Ordinance and regulation, and used for commercial residential dwellings.

The Inner Circle of Government shall have no mandatory size, with members being of Frostbiter nationality, appointed by the Grand Duke for the duration of his pleasure.
Section 2
The full Inner Circle of Government shall meet at least twice a year for consultation with the Grand Duke.
The Grand Duke may call additional sessions anytime He deems it necessary, either of his own initiative, or on the advice of a member.
Section 3
For their services the members of Inner Circle of Government shall receive an annual stipend drawn on the Royal Treasury.
Section 4
The Inner Circle of Government shall have no rights, privileges, powers, or authority beyond those explicitly listed here.
